The Utilities Regulatory Commission (URC) is responsible for regulating the activities of the regulated sectors — electricity, water and sewerage — for adequate, reliable, cost effective and affordable services, while protecting and conserving the environment.
Functions of the URC
Electricity sector under the Electricity Act 2023
Advisory
Comments on the IEP and energy policy.
Licensing
Grant, modify, extend, suspend or revoke licences.
Tariff Setting
Set and review tariffs; approve feed-in tariffs.
Compliance
Monitor and enforce compliance; conduct inspections.
Consumer Protection
Protect consumers; resolve complaints; prevent unfair practices.
Grid & Reliability
Oversee grid access and system reliability.
Dispute Resolution
Resolve disputes between sector actors.
DG Schemes
Approve requirements and tariffs for distributed generation schemes.
Other Powers
Impose penalties; approve acquisitions, mergers and divestitures; require data.
How the Commission is run
The Utilities Regulatory Commission (URC) consists of a Board of Commissioners appointed by the President of Seychelles, with the Chief Executive Officer (CEO) appointed by the Board of Commissioners. In making the appointments, the President takes into consideration the knowledge, expertise and experience of the persons so appointed and in particular, their knowledge in matters relevant to the functions of the Commission.
The CEO is responsible for the day-to-day administration of the Utilities Regulatory Commission (URC) and is required to ensure the implementation of the decisions of the Commission.
