Authorisation

Authorisation Process for Distributed Generation Systems

The authorisation process allows individuals or organisations to legally install and operate a distributed generation system (e.g., rooftop solar) connected to the electricity distribution network.

Application Submission
  • Submit the application form prescribed under the Licences and Authorisation Regulations, 2024 to the Commission.
  • Once submitted, the Commission issues a unique registration number and sends an acknowledgement receipt electronically.

Application Review & Technical Feasibility
  • The Commission processes the application within 3 months of the acknowledgement date.
  • The application is forwarded to PUC to conduct a technical feasibility study, to be completed within 60 days.
  • If feasible, PUC informs the Commission, which then notifies the applicant.
  • The Commission issues a certificate to install the system.

If Issues Are Found
  • If PUC identifies problems, it notifies the applicant and the Commission within 25 days.
  • The applicant has 15 days to correct the issues and inform PUC.
  • PUC reassesses:
    • If resolved: process continues.
    • If unresolved: application is unsuccessful.
  • If found technically unfeasible, the applicant is notified within 22 days, and the application is placed on a priority waiting list.

Installation
  • Installation must comply with BS 7671 standards and be completed within 180 calendar days of receiving approval.
  • If installation is not completed in time, the application fails unless:
    • The applicant has received an approved extension from PUC, or
    • The installation is completed on time and PUC is notified.

Commissioning for Systems up to 100 kW (Net Billing)
  • Applicant submits the work completion report to PUC.
  • PUC performs inspection and safety checks within 7 working days.
  • If issues arise: Applicant has 7 working days to fix and resubmit.
  • If approved, PUC:
    • Synchronises the system with the grid
    • Installs meters
    • Issues a synchronisation letter and commissioning date
    • Sends a copy to the Commission

Commissioning for Systems 100 kW to 500 kW (Gross Metering)
  • Applicant consults with PUC to agree on grid impact evaluation, metering arrangements, and any additional requirements.
  • PUC provides required forms and export electricity rates.
  • After installation, applicant submits the work completion report to both the Commission and PUC.
  • The Commission inspects the system within 7 working days.
  • If successful: a safety certificate is issued within 5 working days.
  • The safety certificate must be submitted to PUC within 3 working days.
  • PUC, within 7 working days, will synchronise the system, install meters, and issue a commissioning letter.

✅ Once all steps are successfully completed and conditions met, the Commission issues the authorisation to operate the distributed generation system.
